Having garbage inspectors got through trash and report violators to police to be arrested and tried would be hugely wasteful, expensive and a drain on sanitation services, law enforcement, the courts and prisons.

Now, if we had them shoot the home owner whenever they found cans not opened to code - it would be far more efficient.”

you are so correct v-man. I went to a seminar and it was on animal crulity. 99% of all muderes and rapest and every evil thing all started by tormenting or killing of an animal. children are a great concern.”
