To answer your question:

A caucasian actor (in the form of David Carradine) played the lead in Kung Fu (instead of an Asian actor) because:

The role of Kwai Chang Caine was ALWAYS coneived as Euroasian. It has been (mistakenly, I might add) reported (particurly in Dragon: The Bruce Lee Story) that Bruce Lee created the Kung Fu series.
This is simply not true. Kung Fu was created by Ed Spielman and Howard Friedlander. Bruce Lee had indeed auditioned for the KF lead, but was considered "too tough" and, believe it or not, not American ENOUGH. A more tranquil, WESTERN-looking Caine was in the cards.

In steps actor/dancer David Carradine (who ironically had played a very similar role in the cult 1960s Western Shane - based on the classic film of the same name). And Bruce Lee was, in no uncertain terms, P_ssed off that he did not get the part. Yet it was because of that anger that he returned to his homeland of China and began making martial arts film that eventually turned him into a legend.

Now, let me be clear:

Kung Fu did more for Asian-American actors than any other series on television. Before Kung Fu, AA's showed up on TV only playing stereo-typical roles on Bonanza and Hawaii Five-O. And in hind-sight, Lee or any other pure Asian actor may not have allowed Kung Fu to succeed. Americans may not have been ready to view an all-Asian lead in an American mainstreamd series. Supporting characters, yes. The lead, no. So David Carradine, who has received great praise from many Asian-American groups over the years, paved the way for All-Asian TV actors.
