''I'm going to talk about China and Russia, our own neighborhood here that surrounds America,'' he said.” 3:35:29 PM 2/18/03 “Senate Delayed by Debating Wrong Tax Bill By MARY DALRYMPLE, AP Tax Writer WASHINGTON - Senators began what was planned to have been a week of intense deliberations over President Bush's biggest domestic initiative, only to discover they were debating the wrong bill. Democrats refused to give GOP leaders an easy way out of their mistake Monday, and the Senate's tax-writing committee will have to meet again and send new tax-cut legislation to the floor. Under the Senate's original schedule, senators would have spent the early part of the week debating the legislation as President Bush toured New Mexico, Nebraska and Indiana to bring pressure on senators at home and drum up support for a bigger tax cut than the Senate bill would allow. Because of the gaffe, the president will be back at the White House when the Senate wades into the debate. "Clearly, the bill before us is the wrong bill," said Sen. Kent Conrad, D-N.D. The mix-up mattered because the bill that landed in the Senate did not carry special protections that block filibusters — infinite debates — which require 60 votes to end. The special protections also prohibit senators from amending the bill with irrelevant items. Republicans have struggled to muster the 51 votes they need to pass the tax cut, so they can't risk the 60-vote requirement the lack of no-filibuster language undoubtedly would bring. The legislation they thought they were to debate cuts taxes $350 billion over the coming decade. The bill brought before them was introduced in February, long before Congress finished writing the budget that bestowed the special rules on tax legislation. The Senate Finance Committee will meet again late Tuesday to send out another bill. Sen. Max Baucus of Montana, the top Democrat on the committee, promised to cooperate. Republican aides lamented that the snag will make a long week even longer. They said lawmakers weren't going to get much done Tuesday, anyway, since many senators plan to take time to attend the funeral of former Sen. Russell B. Long, D-La., once chairman of the Senate Finance Committee. Other Democrats said the confusion, though funny, unmasked the Republicans for taking advantage of Senate procedures to push through a large tax cut on a party-line vote the same week they plan to increase the nation's debt limit by $1 trillion. She repeated them during an exchange with reporters Thursday -- the same day Bush was on Capitol Hill meeting in private with GOP lawmakers in a sort of pep rally for the party faithful. Republicans effused praise for the president as they left the meeting, but Democrats were having none of it. "The situation in Iraq and the reckless economic policies in the United States speak to one issue for me, and that is the competence of our leader," Pelosi said. "These policies are not working. But speaking specifically to Iraq, we have a situation where -- without adequate evidence -- we put our young people in harm's way." Asked specifically if she was calling Bush incompetent, Pelosi replied: "I believe that the president's leadership in the actions taken in Iraq demonstrate an incompetence in terms of knowledge, judgment and experience in making the decisions that would have been necessary to truly accomplish the mission without the deaths to our troops and the cost to our taxpayers." Pelosi charged the Bush administration has proved itself wrong on a number of issues with Iraq, including its initial assertions that Iraqis would welcome U.S. troops and that Iraq itself could pay for much of the reconstruction effort. Anthony Zinni says staying the course in Iraq isn't a reasonable option. "The course is headed over Niagara Falls. The current situation in Iraq was destined to happen, says Zinni, because planning for the war and its aftermath has been flawed all along.
