Charles Martin calmly admitted Sunday to a 911 operator, “I just killed a kid.” He said he was upset that the teenager, Larry Mugrage, had walked on his lawn. The indictment alleges that Martin planned the killing. Mugrage was on his way home to get a video game when he was shot dead, according to Union Township police. Officers said Martin fired two rounds from a .410-gauge shotgun at the teen. His first victim was gunned down on the front steps, the second on the porch. Pandemonium broke out as partygoers dived out windows while others tried to hold the front door shut in the face of a fusillade of shotgun blasts. He killed six young people Saturday morning before turning the shotgun on himself as a police officer confronted him. Two others were hospitalized with gunshot wounds. Seattle Police Chief Gil Kerlikowske described the man as "quiet and humble" but knew little else about a mass killer whose crime is among the worst in Seattle history, eclipsed only by the 1983 Wah Mee Massacre that left 13 dead. Make this licence tied to a particular gun, so that if you change guns you need to take a new test, and to make it slightly more difficult for a psycho to build up an armory. Those who want to arm themselves to the teeth would have to make regular visits to the local police station. They can still have whatever guns they want, but they'll have to do a little work for it. For home defence and hunting, shotguns and rifles can be exempt from this - you have a handgun licence for a single gun, then you can buy a rifle or shotgun. Apply laws on a federal basis. One of the problems in DC, for example, is that although you can't buy a gun in the district, someone without a record can go get some in VA, and then go sell them on the street and make a profit. Look into smart technology, though I know there's no real solutions at the moment - though I think this needs to be done over a longer timespan. Put the onus on the gun store owners finable for guns later used in crimes (not a huge amount, but enough to make them think). This might make them a little more careful about whop they sell to.
