In a video of the event, Dunn is seen describing in detail the media strategy used by then-Sen. Barack Obama's highly disciplined presidential campaign. The video is footage from a Jan. 12 forum hosted by the Global Foundation for Democracy and Development in the Dominican Republic.

"Very rarely did we communicate through the press anything that we didn't absolutely control," Dunn said, admitting that the strategy "did not always make us popular in the press."

Mr. Gruber is a health economist and former Clinton Treasury hand, as well an architect of Mitt Romney's 2006 health plan in Massachusetts that so closely resembles ObamaCare. His econometric health-care modelling is well-regarded. So his $297,600 plum from the Department of Health and Human Services in March for "technical assistance" estimating changes in insurance costs and coverage under ObamaCare, plus another $95,000 job, is at least defensible.

However, this financial relationship only came to wide notice when Mr. Gruber wrote a commentary for the New England Journal of Medicine, which has a more stringent disclosure policy than most media outlets. Last week the New York Times said it would have disclosed Mr. Gruber's financial ties had it known when it published one of his op-eds last year. Mr. Gruber told Politico's Ben Smith that "at no time have I publicly advocated a position that I did not firmly believe�indeed, I have been completely consistent with my academic track record."

We don't doubt Mr. Gruber's sincerity about his research, though the same benefit of the political doubt wasn't extended to, say, Armstrong Williams when it was revealed that the conservative pundit had a contract with the Department of Education during the No Child Left Behind debate. The Senate's official gatekeeper, said the Drudge Report, a conservative news aggregator, and whitepages.com "are responsible for the many viruses popping up throughout the Senate," according to an e-mail to the Environment and Public Works Committee.

In the very body sworn to protect and defend the Constitution, an e-mail is circulating warning U.S. Senate staffers not to view one of the most popular news sites on the Web, claiming it could spread computer viruses.

The Senate Sergeant-at-Arms, the chamber's official gatekeeper, said the Drudge Report, a news aggregator, and whitepages.com, a telephone directory site, "are responsible for the many viruses popping up throughout the Senate," according to an e-mail from the Environment and Public Works Committee obtained by FoxNews.com.

Another e-mail from a separate office warned that staffers who had visited the Drudge Report or White Pages had experienced viruses on their PCs.

"Please avoid using these sites until the Senate resolves this issue," the e-mail read. "The Senate has been swamped the last couples (sic) days with this issue."

But the Drudge Report suggested that politics might be behind the warning, noting in an original story that the e-mail came as the "health care drama in the Capitol reaches a grand finale."

The Drudge Report noted that it served more than 29 million pages Monday without an e-mail complaint about "'pop ups,' or the site serving 'viruses.'"

"The site was seen 149,967 times since March 1st from users at senate.gov and 244,347 times at house.gov. [10,825 visits from the White House, eop.gov]" the Drudge Report wrote.

"The Systems Administrator may want to continue taking her antibiotic until the prescription runs out."

A spokesman for the Environment and Public Works Committee said the Senate Help Desk cited the Drudge Report and whitepages.com only as possible examples of Web sites generating pop-up ads that might be causing a recent increase in the number of virus infections.

"Our non-partisan systems administrator notified both Majority and Minority staff that this issue had been brought to her attention," the spokesman said in a written statement. "It is still not exactly clear where the increase in viruses is coming from, and staff have been advised to be cautious with outside Web sites at all times."

A GOP aide to the Environment and Public Works Committee told FoxNews.com that there has been "a flurry of activity in the last couple of days" and that a couple of people on the staff had had "computer problems."”

Penn, appearing on HBO's "Real Time with Bill Maher" on Friday, defended Chavez during a segment in which he detailed his work with the JP Haitian Relief Organization, which he co-founded.

"Every day, this elected leader is called a dictator here, and we just accept it, and accept it" said Penn, winner of two Best Actor Academy Awards. "And this is mainstream media, who should -- truly, there should be a bar by which one goes to prison for these kinds of lies."

It was just the beginning of a busy weekend for Penn. When asked on CBS' "Sunday Morning" about those who question his motives for his humanitarian work in Haiti, he said:

"Do I hope that those people die screaming of rectal cancer? Yeah. You know, but I'm not going to spend a lot of energy on it."

Judge Andrew Napolitano, Fox News' senior judicial analyst, said the same constitutional protection that applies to journalists also applies to Penn, who can say pretty much anything he wants in the "political arena" -- aside from an immediate incitement of violence.

"What he is saying is protected, as wacky and weird as it is," Napolitano told FoxNews.com. "But the substance of what he's saying would be absolutely contrary to the First Amendment, which fully protects all political opinions. So if a journalist says Dick Cheney should go to jail, the journalist is privileged to say that."

"Mr. Penn is calling for a communist-like regime in which journalists who criticize the government are sent to jail because of that criticism," Napolitano added. "That is utterly un-American and hasn't happened here since the Civil War."

Lis Wiehl, a former federal prosecutor and Fox News legal analyst, echoed Napolitano’s comments, saying Penn’s statement is "completely counter" to First Amendment protections.

"Unless you're yelling 'fire' in a crowded theatre, i.e. stirring up immediate violence, you have the right as an American to voice your opinion, even if others (including Penn) disagree," she wrote FoxNews.com. "And, yes, Penn has the right to voice his opinion as well -- that's the beauty of the First Amendment. And, don't forget, truth is an absolute defense to any defamation or slander lawsuit."

According to a study by the Business and Media Institute, news coverage pertaining to Chavez from 1998 to 2006 found the Venezuelan president's human rights record was mentioned in only 10 percent of stories, and he was described as a leftist in 12 percent of stories.

Napolitano, meanwhile, said Penn apparently prefers "thuggery" to democracy.

"In light of his ignorance of freedom of speech, his wishing rectal cancer on his detractors, and his embracing tyrants, Mr. Penn obviously prefers thuggery to democracy," he continued. "Were he free to do so, he'd be a tyrant. Now we'll see if he can get me jailed for saying that!"”
