DNR Commissioner Gene Merriam said Wednesday such an action is premature, especially with the agency already trying to finish a comprehensive inventory of state forests for future trail designations. He also cited an array of administrative obstacles. "We do not allow ATVs to use the trail at this time,'' Merriam said in a statement. "And if we were to consider a change in the future, that decision would be made only after a very public process.'' The 146-mile trail between Duluth and Grand Marais is open to snowmobiles in the winter, but is limited to hiking and other nonmotorized use in the summer. It is separate from the Superior Hiking Trail.
