They cannot handle anything abnormal. Worse, they do whatever they want, like cut us off on beautiful, clear days. I've lived in a lot of places and the service here is the worst I've ever seen. It is so undependable that I don't use electric clocks, radio wake-up settings, etc. I'm getting flickering on the screen this morning and, at one point it blew my color scheme. I know that they are not supplying consistent power. We must be at the bottom of their power distribution scheme.(I have experience in the power industry.) I've been unable to recover to a reasonable color scheme on the computer and I'm am very unhappy. Maybe I will finally record my settings after this, so that I can recover quickly from these upsets. So to me it seems like it is getting colder in the region in the winter, not warmer, overall.
