I'm just guessing, but I think the error we keep getting (too many connections) is related to one of your files, probably the database itself. If you could turn off read-only, I think that would fix the problem - you may be limited to 20 concurrent users as of now with read-only turned off. It's possible you could do this and it could still be updated, but depends on the database. Otherwise, you may be able to fix it by using multiple databases (2 or 3) and then randomly send people to the various databases, then keep them synchronized in the background with a script. The best plan but most intrusive would be to switch operating systems.
