This is non-sequitor since the nature of AQ's highly cellular structure prevents widespread recruitment! I've made this point before, and it hasn't yet been refuted: It stands to reason that AQ has been at operational capacity for years, and can only slowly and carefully add capacity to their operations. The supply of recruits more than outnumbers the capacity of AQ to absorb. And with the steady pace of compromise of various AQ cells around the world, the capacity of AQ, even if expanding, is expanding at an even slower pace than its already slow nature permits.
