“Limpy, the original question is as I posted it. I had thought of 99 pennies also but when I looked at the answer that wasn't it.

I think what they meant to say is what is the most coins you can have that totals over a dollar but you still cannot make change for a dollar bill.
Who knows there is probably more than one answer to this.
