NYS Education Dept.

“My wife has a NYS respiratory license. I used Yahoo bill paying service to pay the renewal fee of $185. We sent & they lost 2 of 3 renewal applications. Even though NYS pays me by electronic transfer, our modern NYS state education dept does not accept electronic transfers. They lost the first paper check that Yahoo sent them. No problem, Yahoo contacts them, advises them to destroy the first check (if found) & they will send a replacement.

NYS education dept deposits the second check & issues my wife’s lic. Later they “find” the first check & deposit that also. The first check was stopped so now they demand a $25 stop payment even though the bill has been satisfied or they will void my wife’s lic.

This seems illegal to me. What do you guys think?”
