U.S. Deputy Kills Driver In Dispute, Police Say

A traffic dispute between two motorists on Rockville Pike turned deadly last night when one driver, an off-duty deputy U.S. marshal, fatally shot the other in the parking lot of a busy shopping center, police said.

The federal law enforcement officer, who was driving with his family in a sport-utility vehicle, exchanged words about 8:30 p.m. with a young man driving alone in a red Chevrolet Camaro with New Jersey tags, said Capt. John Fitzgerald, a Montgomery County police spokesman.

The two drivers pulled into the Mid-Pike Plaza, where they got into a fistfight, Fitzgerald said.

"Preliminary information is that the deputy marshal tried to defuse and disengage, to calm it down and settle it, and wanted to get the local police involved," Fitzgerald said.

He said the young man got back into his car and drove toward or near the off-duty officer, who then opened fire, shooting multiple times. Officers found nine shell casings at the scene. The young man was taken to Suburban Hospital, where he was pronounced dead a short time later.

Fitzgerald could not confirm reports that the dispute stemmed from a fender bender.

A witness at the scene offered a different account of the incident at the Rockville shopping center where some had gone shopping for Halloween.

Eugenia Hull of Silver Spring said she and her sons, ages 12 and 15, were walking through the parking lot of the center, in the 11800 block of Rockville Pike, when they came upon the men having a dispute.

She said that the off-duty deputy stood in front of the Camaro with his gun drawn and that he ordered the young man out of the car.

She said the deputy marshal shouted, "Get out of the car, or I'm going to shoot you again." He also said, "that's all the ID you're going to see," she added.

The deputy then threatened to shoot if the young man moved his car, Hull said.

"Then I watched the Camaro move around" the deputy, she said, and "I heard pop, pop, pop." She said the car jumped the sidewalk and crashed into the building.

"I feel it's so wrong for him to shoot this kid," she said. "I can't believe he shot him. I heard people say they had an altercation. How does that give him the right to shoot him?"

Fitzgerald said the incident is under investigation.

Attempts to get comment from the U.S. Marshals Service were unsuccessful. The deputy was treated at a hospital for minor injuries, officials said.

The names of the officer and the other driver were not immediately released.

Charged with murder.
Looks like the above cop is indeed, a bad cop. Fought and shot the guy before announcing he was a Marshall. Shot him dead after the announcement. The deceased was also in the Navy:

Attorney Says Off-Duty Officer Was Defending His Family in Fatal Fight With Seaman

The wife of a deputy U.S. marshal who shot and killed a man after a traffic dispute in Montgomery County last week tried to restrain her husband before he opened fire, according to a police affidavit filed in court.

But the deputy, Arthur L. Lloyd, 53, rebuffed his wife, saying, "I'm going to show him," then fired the first of four shots, the affidavit states.

The initial shot hit the victim, Ryan T. Stowers, 20, in the right leg during a confrontation between him and Lloyd in the parking lot of Mid-Pike Plaza, off Rockville Pike, shortly before 8:30 p.m. Oct. 28, according to police. Stowers was out of his vehicle at the time, as were Lloyd and his wife, according to the affidavit. Other court documents identify the wife as Wanda Guzman Lloyd, 29.

Police said Stowers, a Navy seaman, was killed by a subsequent shot, which struck him in the upper back after he had gotten back in his car and was driving away, according to police.

The incident apparently followed a traffic altercation on the pike between Stowers, who was alone in his Chevrolet Camaro, and Lloyd, who was with his wife and several small children in a sport-utility vehicle, according to police and witnesses. The two pulled into the parking area, got out and fought before Lloyd drew his weapon, police and witnesses said.

Police said they interviewed numerous witnesses. During the fight, "Lloyd sustained some injuries," the affidavit states. It does not say who threw the first punch. "As a result of the fight with Stowers," the affidavit states, Lloyd drew his weapon. "Lloyd's wife exited the vehicle and tried to restrain him," according to the affidavit, which does not say how she tried to do so.

After being shot in the leg, the affidavit states, Stowers screamed, "You just shot me!" Then he called 911 on his cell phone, according to the affidavit.

Lloyd ordered Stowers to get on the ground, but Stowers got in his car, the affidavit states. Lloyd told Stowers not to drive away and identified himself as a law enforcement officer, showing his badge and saying, "I'm a federal marshal," according to the affidavit.

Moments later, Lloyd fired three shots into Stowers's car as Stowers was driving away, according to police and a witness interviewed by The Washington Post. One of those shots struck Stowers in his upper back, killing him.

Lloyd, a 28-year member of the U.S. Marshals Service who was off-duty at the time of the shooting, was charged Tuesday with first-degree murder and other offenses. He is being held in the Montgomery jail pending a bond hearing tomorrow.

Stefanie Roemer, Lloyd's attorney, said her client "was acting reasonably in the course of duty." She said Stowers "was an individual who was in an agitated state who was clearly posing a danger to the officer and his family." She said Lloyd "was acting not only reasonably but in defense of himself and his family."

Lloyd suffered a black eye and a broken thumb in the fight with Stowers. Two law enforcement sources, speaking on condition of anonymity because the case is still under investigation, said Stowers punched Lloyd repeatedly and pulled his shirt over his head. Stowers beat up Lloyd "pretty badly," one source said.

After Lloyd showed his badge, Stowers said, "Show me your ID, show me your photo ID," the affidavit states. "I don't believe you. Show me an ID, something with a picture."

At the same time, the affidavit states, Lloyd was yelling "Get out of the car, or I'm going to shoot. If you leave, watch what's going to happen to you in the morning. You just hit a federal officer."

As Stowers drove past Lloyd, who was standing on the driver's side of Stowers's car, Lloyd fired three shots, the affidavit states.

Police said one bullet passed through the open driver's side window and hit Stowers in the upper back; the other two smashed the car's rear window and a taillight

Farmington Hills cop accused of passing fake $20s at strip club

An off-duty Farmington Hills police officer was arrested Monday evening after he tried to pay his tab at a Detroit strip club with fake $20 bills, Detroit police said.

The officer was at the Chapeau Vert Lounge, 16550 Telegraph, at 5 p.m. when he handed the bogus bucks to a barmaid, Detroit Police Officer Jeremy Aguayo said. The barmaid suspected the bills were fake and called police, who notified U.S. Secret Service agents.

More evidence of counterfeiting was found in the officer's car, Aguayo said.

Police and Secret Service agents questioned the cop, described only as 47 years old, late Monday at the 8th (Northwest) Precinct. He is expected to be arraigned today in either 36th District Court in Detroit or in Detroit federal court, depending on whether the charges come from federal or state authorities.

The shift commander at the Farmington Hills Police Department said late Monday that he had no comment.

A Denver police sergeant is under investigation for allegedly threatening to arrest a woman Monday for displaying on her truck a derogatory bumper sticker about President Bush.

"He told her that this was a warning and that the next time he saw her truck, she was going to be arrested if she didn't remove the sticker," said Alinna Figueroa, 25, assistant manager of The UPS Store where the confrontation took place. "I couldn't believe it."

Denver police have initiated an investigation into the alleged incident, said Police Chief Gerry Whitman. He declined to comment further.

About 11 a.m., Shasta Bates, 26, was standing in the shopping center store in the 800 block of South Monaco Parkway when a man walked in and started arguing with her about a bumper sticker on the back of her truck that had "F--- Bush" in white letters on a black background.

"He was saying it was very sick and wrong and you shouldn't be doing that," Bates said. "He was very offended by it. I said, 'You didn't have to take it so personally.' "

The two argued for a few minutes, and then the man walked out of the store and stood behind Bates' truck. A few minutes later, the man flagged down police Sgt. Michael Karasek, who was patrolling the area.

Rocky Mountain News reporter Katie Kerwin McCrimmon, who happened to be at the store at the time, walked up to the two and asked what was going on.

The man pointed the bumper sticker out to McCrimmon, and then Karasek told her that it was illegal because it was profane, McCrimmon said.

Reached late Monday, City Attorney Cole Finnegan said he didn't believe there were any city ordinances against displaying a profane bumper sticker.

Karasek then walked into the store and confronted Bates.

"He said, 'You need to take off those stickers because it's profanity and it's against the law to have profanity on your truck,' " Bates said. "Then he said, 'If you ever show up here again, I'm going to make you take those stickers off and arrest you. Never come back into that area.' "

McCrimmon, who had followed the officer into the store, said Karasek wrote down the woman's license-plate number and then told her: "You take those bumper stickers off or I will come and find you and I will arrest you."

Bates said she hasn't had many complaints about her sticker, which has shared the space on the back of her truck with many other stickers since August.

She said she put the sticker on her truck because she disagrees with Bush's stance on homosexuality and "other issues."

"I get some older men who pull up at the side of me and start yelling and cussing," she said, "but it's not a crime unless they take some action."

Colorado ACLU Legal Director Mark Silverstein said that the alleged threat of arrest clearly violates First Amendment protection.

(Columbia) Feb. 10, 2005 - A Union police officer was arrested Thursday after State Law Enforcement Division says agents say he distributed crack cocaine and used his position to ask for sexual favors.

SLED says Rodney Curt Johnson, 35, of the Union Public Safety Department is charged with distribution of crack cocaine. Warrants say he presented a substance presented as crack cocaine while in a city-owned vehicle to gain sexual favors in January.

Warrants state Johnson is also charged with three counts of misconduct in office for allegedly using his position and/or Union DPS property in an attempt to gain sexual favors between August and January.

Police Chief Busted Twice in One Day

STRASBURG, Va. (AP)
— The police chief of a Virginia town got busted for drunken driving — twice in one day.

Middletown Police Chief Roger Ashley, 41, was ordered held without bail Monday after spending the weekend in jail.

Officers responded to the first incident Saturday after Ashley's unmarked police car had run into a vehicle.

His blood-alcohol level was 0.29, according to the arrest warrant — more than three times Virginia's 0.08 legal limit. His driver's license was suspended.

Five hours later, he was arrested a second time, in his personal vehicle, Strasburg Police Chief Marshall Robinson said. Police said he had a 0.25 blood-alcohol level.

Ashley's trial was scheduled for April 11.

Middletown officials expressed sadness over Ashley's arrests.

"Roger has done so much for the town over the years," Mayor Gene T. Dicks said of the man who has been with the town's police department since 1987. "It's a shame he has to ruin his life and throw everything away over something like this."

Two Houston cops seem to have gone gaga over an attractive drunk-driving suspect.

Patrolman Christopher Green stands accused of downloading nude photos of the woman and showing them off in the county courthouse.

His partner, Patrolman George Miller, allegedly called the woman to ask her out on a date, reports the Houston Chronicle.

The 25-year-old woman, a student from China who speaks little English, was pulled over Nov. 24.

Assisting in her arrest were Miller and Green, who found the nude pictures on her cell phone.

According to the Harris County District Attorney's Office (search), Green copied the photos to his personal digital assistant — a Palm Pilot (search) or similar device.

Two weeks later, the woman's lawyer says, she got a call from Miller inviting her to join him at a restaurant.

Miller told investigators he only wanted to help her hire a defense attorney.


An assistant district attorney and a bailiff each say Green showed them the nude photos when he came to the woman's court hearing in early January.

The would-be Starsky and Hutch have both been reassigned.

Police union lawyer Aaron Suder, who's representing both officers during the internal investigation, doubts either will face criminal charges.

"I suspect the department will do something in the next couple of months," he said.

Something ALWAYS happens in the middle of a hot meal. Donuts are quick, easy, fast AND you can take it with you. Nutritional bars are great too, but since you can carry it in your pocket & eat it in the car, it doesn't get stereotyped.

I started work yesteday at 4am & worked to 11:30pm. Almost had to work the entire night too. I'm off today, but my partner had to go back in at 2am today. I'm wiped.

My nephew's wife is a police officer. She said the first thing she had to learn is that when buying donuts for team, no powdered or jelly filled donuts. Too messy-they mess up the uniform! ;-}

The pornography scandal engulfing the police was uncovered during a wide-ranging probe of police culture sparked by a string of damaging controversies last year.

These included accusations that police had mishandled complaints against officers by women, including allegations by Louise Nicholas against a top-ranking officer and two former policemen.

They also included the botched handling of the 111 call by model Iraena Asher, who disappeared at Piha in October.

As part of the probe, investigators conducted a preliminary audit of computer systems in October and November. This uncovered disturbing images.

A group of senior officers on the police executive decided a full audit was necessary to determine the scope of the abuse.

As a result, technicians cloned the entire police email system on a particular day last November.

Effectively, this meant they froze and copied everything on the system that day.

The evidence uncovered in this way found 327 staff who had 5000 sexually explicit images stored on computers.

Those staff with images described by Commissioner Rob Robinson as abhorrent and "shockers" include a superintendent, three inspectors and about 40 women officers or civilian staff.

"These are not mere nudity. They are sexually explicit images of sex acts."

None of the pornographic images involved children, although the commissioner said one case involved bestiality.

"At a time when the police have been complaining about a lack of resources, for the police to have to admit that some of those resources have been engaged in inappropriate activity is not obviously going to help their case."

Mr Robinson admitted that the pornography haul took up 20 per cent of the police computer storage capacity.

Images included still photographs and movies, and were of a high quality.

"We believe it would have been a significant distractor for some of these staff who could have and should have been doing more productive work to serve their communities."
