“International Criminal Court Suffers Despot Shortage
(2003-03-12) -- The new International Criminal Court at the Hague, Netherlands, may have nothing to do for up to a year due to the worldwide shortage of tyrants, despots and dictators who have committed atrocities.

A spokesman for the court said the first cases will probably involve charges against the U.S. and British soldiers for their impending attack on Iraq, a violation of the United Nations charter.

"In the meantime," said the spokesman, "There's just a shortage of evil men right now."”
