Al Quaeda was financed through Saudi dissidents like Bin Laden and sympathizers who objected to the feudal Saudi rulers, and a non-islamic presence in their 'holy' land.

No sympathy for Al Quaeda in Iran. sunni extremists vs shiite extremists.

I believe the Saddam threat was to regional stability and the threat of nuclear war. If he got nukes he was crazily anti Israel enough to use them. The US response could be neutralized by threatening the Saudi and Kuwaiti oil with nukes.

The Shiite problem with Bush senior was if they won they are a natural ally of Iran, and an Iraqui and Iranian threat to the region is worse than either alone. And South East Turkey is a shiite ethnic area raising the probability of a Turkish civil war for which Turkey would not thank us. Turkey is a strong ally in that region and in terms of conventional army is very strong, so we would be talking a major war where an ally would be calling on the US to help fight Iraq and Iran combined.
