I'm geting a toshiba
But I don't want to pay them 450 to put a gig of ram in it.

Whats the difference if any from notebook and desktop ram and how can I tell the differance.

& where can I buy it cheap

Notebook RAM is usually a different form factor than desktop. Neither will work in the other.
You can still buy notebook RAM aftermarket, but it's a possibility that Toshiba is using a form factor that only they produce. Or, they are the only ones who make it in sizes that allow you to put a gig of RAM in your notebook.

It's probably SODIMM form factor. You need to do a little research and find out for sure if you can put aftermarket RAM in it.
