(AP) U.S. Prosecutors have asked a judge to dismiss all charges against terrorism suspect Zacarias Moussaoui, but say they made the extraordinary request only to hasten an appeal challenging his right to question al Qaeda prisoners.

Prosecutors want an appellate court to overrule two district court orders that gave Moussaoui the right to question three captives who he says could testify he was not a conspirator in the Sept. 11, 2001, attacks.

"In light of the rulings this court has already made ... the government believes that, at this juncture, dismissal of the indictment ... is the surest route for ensuring that the questions at issue here can promptly be presented to the 4th Circuit (Court of Appeals)," the written motion said.

U.S. District Judge Leonie Brinkema has said she would impose a punishment on the government next week for defying the two orders, which gave Moussaoui, a French citizen, the right to question the witnesses through a satellite hookup.

Bush Calls for New Initiatives for Africa By JENNIFER LOVEN, Associated Press Writer

WASHINGTON - President Bush on Thursday called for a $1.2 billion U.S. effort to cut deaths from malaria in Africa in half over five years, part of a range of new initiatives targeted at the continent's problems.

"We know that large-scale action can defeat this disease in whole regions and the world must take action," Bush said in a wide-ranging speech on his Africa policy. "Together we can lift this threat and defeat this fear across the African continent."

Bush also proposed doubling U.S. spending to $400 million on initiatives to promote the education of girls in Africa and said he wanted Congress to approve $55 million over three years to improve legal protections for women in Africa against violence and sexual abuse.

The announcements came as Bush prepares to travel to Scotland next week for a meeting of Group of Eight — the world's seven major industrial democracies and Russia — that will focus on Africa. The new initiatives, along with $674 million in emergency famine relief announced earlier this month alongside British Prime Minister Tony Blair, allows Bush to blunt criticism that he is turning down Blair's proposals to double aid to Africa overall.

In London, Blair's office called the announcement "an important and welcome step."

"We welcome the president's focus both on governance and democracy as well as on the key issues of girls' education and malaria," the statement said. "We want the G-8 to sign up to providing universal access to malaria prevention and treatment and to train millions of new teachers for Africa."

Bush has agreed with Blair to wipe out the debt many poor nations in Africa and elsewhere. He says a doubling of U.S. aid to Africa is not necessary because such assistance has already tripled during his presidency and set to continue to rise.

Malaria is one of the top killers in Africa, and most of its victims are children. The ancient mosquito-borne disease infects as many as 400 million people worldwide, killing 1 million a year.

The malaria initiative aims to provide tens of millions of dollars to Tanzania, Uganda and Angola in the first year, adding at least four more countries in 2007 and at least five more in 2008 for an eventual total spending of $1.2 billion, Bush said. The president said his proposal would eventually cover 175 million people in 15 nations most affected by the disease.

Because the disease is highly preventable, the money will pay for approaches such as providing insecticide-treated sleeping nets, encouraging greater use of insecticides indoors and financing a new generation of anti-malarial drugs. As resistance to other anti-malarial drugs has grown, the World Health Organization has recommended the use of artemisinin-based combination drug treatments to fight the disease. The drug is extracted from artemisia annua, more commonly known as wormwood or sagewort, a plant native to Asia

So, fingerlakes, do you think healthcare is a "right" that the govt pays for, or, do you think maybe people have some kind of personal responsibility to pay for their own healthcare?

wanderer, I think his point is that we have problems in this country. There are people without healthcare in this country and yes the govt pays for it with your/mine/ours tax dollars. Think of how much money goes to welfare. I agree that it needs to change but I had rather that money go here than to some off the wall country in Africa.

Ewker, no one in this country goes without healthcare if they need it. Anyone at anytime can go to an ER & get treatment... actually that's one of the reasons costs are high for healthcare... ER's aren't designed to provide primary care services.

Of course I agree we "have problems".. I was responding to the "the millions in this country with no insurance and no access to decent health care" statement. It is false.

are you kidding me-there are millions in this country without insurance-part of the reason is that so many employers go with part time help only -so that they do not have to provide insurance-i know of a number of people like thi--

there are many people that do go without healthcare-or if they do get it they are hounded for payment-even have judgements placed against them-especially if they are one of the working poor that have no insurance and are unable to get assistance from the govt.--the federal budget being worked on right now contains a large cut in medicare ,while at the same time we are sending billions to other countries--

What the hell is the matter with Bush? It’s as if at every opportunity to do something responsible he does the exact worst thing. So what does the guy do this week? He sends through a $286.4 billion highway bill. Attached to this bill are some 6,000 pork additions. Among these is a $200 million bridge in Alaska that will serve only 8,000 people.

He’s a great conservative when talking about killing terrorists but he spends like a damn liberal.

How do you fit 6,000 pet projects in a 1,000 page bill? Makes me wonder how big it was before they started padding it. Five pages maybe? Works out to six pet projects per page on average.
