“The list of states from smartest to dumbest according to a survey (http://www.governmentguide.com/research_and_education/smartstate.adp):

States were graded based on positive attributes, such as per-pupil expenditures, public high school graduation rates, average class size, student reading and math proficiency and pupil-teacher ratios.

States received negative points for things like drop-out rates and physical violence.
