California’s constitution allows referendums (read tax dollars) to be voted on and enacted by the general populace. Any special interest group with enough money or marketing savvy can get a referendum passed. A Democracy works best when the elected representatives control the purse strings. I know that is not a popular concept among the idealistic pinheads who speak the loudest, but California is a perfect example of why allowing the people to handle the checkbook does not work. California is the richest State in the richest country in the world, yet they cannot pay their bills. The State legislature should act as a transformer (sorry for the electrical reference). All the ideas and money come in one side and the best ideas and most cost effective (hopefully) come out the other side. The legislature has the resources to evaluate, investigate, and mitigate special interest requests.
