By taking credit for the demonstrations that toppled Lebanese Prime Minister Karami, Bush created the suspicion in many minds that they'd been had by yet another covert intervention. Hezbollah was able to hold mass pro-Syria demonstrations and parliament just voted Karami back in.

If Bush’s intention was to strengthen the hand of Hezbollah, long on our list of terrorist organizations, and Syria's position within Lebanon, then yes, great job Boy Wonder.
