Yet nothing — and let me emphasize the word ''nothing'' — could prepare any mayor for the surprise that dropped on fiscally conservative Williamson County Government like a 500-pound bag of Purina Dog Chow.

County taxpayers have now assumed financial responsibility for court-confiscated Maltese dogs fed Viagra to inseminate around the clock. And the county animal shelter is literally overflowing with puppies.

Then there's this: another 100 animals confiscated from the local puppy mill could be pregnant.

Holy Bob Dole, Batman! What hath an overly permissive, erogenous zone-engorged, Janet Jackson-breast-barin' society wrought? Are dogs now getting into the act with Viagra?

No, the Viagra was administered for money-making, not love-making. A Maltese pup can fetch up to $1,000. And more pups mean more money.

Yet this debacle has only cost money here. Mayor Anderson had to direct $45,000 in budget revenue to cover the cost of caring for these animals after a raid on the breeder's feces-laden home. And he acknowledged the price tag would grow larger as the county finds an added place for some of the dogs as they keep pumping out puppies.
