These reports aren't mutually exclusive. Note what the report says the tape says: "America has brought this on itself for electing George Bush who has made war on Islam by destroying the Taliban and making war on Al Qaeda."

The tape sounds as if it is prepared for after the election. The guy speaks as if Bush has been re-elected. Al-Qeda wants a war with the US, wants more conflict - and would love to have every pretext to escalate, will use every opportunity to recruit.

I don't know if it is authentic, but I think Al-Qeda wants Bush to win because they want escalation and Bush will give it to them.”
