It's all a question of where those provisional ballots are, I'm guessing that if the Kerry camp sees that not enough of a majority of them are from Cuyahoga, they will concede at that point. Most of those absentee ballots will be military and break heavily for Bush.

They want a concession and they want it now, Tara. These are people that are used to getting what they want when they want it. They don't recall that in 2000, there came a premature concession speech because faulty data was taken as gospel, which caused a retraction of it.

It basiclly comes down to this T-bull. The number of ballets will be somewhere between the 130,000 and the 250,000. Of these at best only 10% would get tossed but sometimes it's as 90%. Following the trend of the rest of the ballots they couldn't hope for much better than more 50-50 voting. So if we have say, even 200,000 ballots the best they could hope for would be 180,000 good ones and of these they would need like 80-90% to go for Kerry. They realized this and did the right thing. The ballots are still going to be counted as they should.
