“Gang will target Minuteman vigil on Mexico border By Jerry Seper THE WASHINGTON TIMES NACO, Ariz. -- Members of a violent Central America-based gang have been sent to Arizona to target Minuteman Project volunteers, who will begin a monthlong border vigil this weekend to find and report foreigner sneaking into the United States, project officials say. James Gilchrist, a Vietnam veteran who helped organize the vigil to protest the federal government's failure to control illegal immigration, said he has been told that California and Texas leaders of Mara Salvatrucha, or MS-13, have issued orders to teach "a lesson" to the Minuteman volunteers. "We're not worried because half of our recruits are retired trained combat soldiers," Mr. Gilchrist said. "And those guys are just a bunch of punks." More than 1,000 volunteers are expected to take part in the Minuteman vigil, which will include civilian patrols along a 20-mile section of the San Pedro River Valley, which has become a frequent entry point to the United States for foreigner headed north. About 40 percent of the 1.15 million foreign nationals caught last year by the U.S. Border Patrol trying to gain illegal entry to the United States were apprehended along a 260-mile stretch of the Arizona border here known as the Tucson sector. Many of the Minuteman volunteers are expected to be armed, although organizers of the border vigil have prohibited them from carrying rifles. Only those people with a license to carry a handgun will be allowed to do so, Mr. Gilchrist said. An operational plan calls for teams of four to eight volunteers to be deployed along the targeted 20-mile stretch of border at intervals of 200 to 300 yards, along with observation posts and a command center. Mr. Gilchrist said some of the patrols and posts will be right on the U.S.-Mexico border, while others will be located farther north. The volunteers also have been told to "make lots of noise and burn campfires at night to be very visible." According to guidelines issued to the volunteers earlier this month, organizers said they expect that they will be targeted by various protest groups and others and that some protesters would try to provoke confrontations. "If we are to send the message loud and clear to President Bush and Congress, it is imperative we stay within the law," Mr. Gilchrist said. "If one single person steps over the line for their personal gratification, we are all stained with that irresponsible behavior and labeled forever as a fringe element that embarrasses all who are counting on us to make this historic statement," he said. The MS-13 gang has established major smuggling operations in several areas along the U.S.-Mexico border and have transported hundreds of Central and South Americans -- including gang members -- into the United States in the past two years. The gang also is involved in drug and weapons smuggling. Gang members in America have been tied to numerous killings, robberies, burglaries, carjackings, extortion, rapes and aggravated assaults. Authorities said that the gang has earned a reputation from the other street gangs as being particularly ruthless and that it will retaliate violently when challenged. The MS-13 gang, with 20,000 members nationwide, has risen in recent months to such prominence that U.S. Immigration and Customs Enforcement (ICE), the investigative arm of the Department of Homeland Security, has begun a nationwide crackdown on gang members in this country -- as part of a sweeping law-enforcement initiative known as Operation Community Shield. ICE agents arrested more than 100 members of the gang during limited raids that began in January in just six cities, including 35 who were taken into custody in Virginia and Maryland. Hundreds of people were converging on Arizona's Mexican border Friday to ready for a month-long campaign to urge federal lawmakers to do more to stem illegal immigration. The events have been organized by the Minuteman Project, a group that organizes volunteer civilian patrols on the Arizona/Mexico border to report illegal immigrant crossings to the U.S. Border Patrol. Participants on Friday were rallying in Tombstone, Ariz., and taking part in an orientation. Rallies and protests were planned throughout the weekend to call for stricter border enforcement. About 1,200 people, mainly from the Southwest, were expected to attend events including stationing people along the border 24 hours a day, seven days a week for the next 30 days in a type of massive neighborhood-watch program. The protesters say they're fed up with Washington's inability and/or reluctance to clamp down on illegal immigration, and they're upset with Mexico for encouraging its citizens to break U.S. laws and exporting its unemployment problems. Polls show that upward of 90 percent of Americans favor a clampdown, but the project is controversial nonetheless. Minuteman volunteers consider themselves patriots, much like the minutemen during the American Revolution. President Bush, during a recent meeting with Mexican President Vicente Fox, denounced such "vigilantes." "I'm against vigilantes in the United States of America and for enforcing law in a rational way," Bush said. Armando Navarro, a University of California-Riverside political science professor and coordinator of the National Alliance for Human Rights, made up mostly of Hispanic activists, had some harsher words for the Minutemen. "They have advertised nationally for volunteers to come in and enjoy the climate in the hunt against Mexicans. Literally, that's the language that they have used to promote their nativist, racist politics," Navarro charged. But James Gilchrist, founder of the Minuteman Project, said he's no racist. "My son is Mexican. My grandson is Mexican. I've never been affiliated with any racist type of group," he said. Participants in the Minuteman Project spotted the migrants Saturday near Naco as the volunteers were surveying the border to familiarize themselves with area. When agents arrived, they apprehended 18 people, Border Patrol spokesman Andy Adame said. "You observe them, report them and get out of the way," said Mike McGarry, a spokesman for the project, which begins Monday and is to continue for a month. The volunteers reported another illegal immigrant after he wandered onto the campus of a Bible college near the community of Palominas, where about 100 Minuteman participants were staying. Volunteers helped him and notified federal agents, who picked him up, McGarry said. The man was weary from traveling but did not need medical attention, Adame said. "It's not uncommon to have aliens that have had enough," Adame said. "They'll walk up to someone's house and ask them to call us. They're waiting on the porch when we arrive." Minuteman volunteers planned to start regular patrols Monday, fanning out across 23 miles of the San Pedro Valley to watch the border and report any illegal activity to federal agents. It's an exercise some law enforcement authorities and others fear could lead to vigilante violence. McGarry said about 200 people would be in place for Monday's patrols, although human rights activists and some authorities have questioned whether the project will attract as many volunteers as organizers expect. Law enforcement officials said the volunteers were keeping the peace, despite concerns they might become confrontational with immigrants. Many of the volunteers were recruited over the Internet and some plan to be armed. "Everything seems to be going well," said Carol Capas, a spokeswoman for the Cochise County Sheriff's Office. An hour later, a Sonora State Preventive Police truck moves through a sandy wash, the officers looking for migrants waiting to sneak across the border. Across the barbed-wire border in Arizona early Monday, excitement grips Minuteman Project volunteers when they observe a group of six people moving north. Dan Russell, 62, watches the group walking toward him. "They're getting closer," he says. "They could just be reporters." They are. In the first few days of the Minuteman Project, volunteers have been slowing illegal immigration into the Naco area.They've accomplished that with the help of an unlikely ally: Mexico. Eager to avoid confrontations between volunteers and its people, Mexico is sweeping the area south of the Minuteman Project clear of migrants. Gov. Eduardo Bours Castelo has placed 44 members of the new state police force across the border at La Morita, a cattle ranch that leads directly to the border south of Bisbee, said Diego Padilla the governor's Arizona representative. The state police are working with Grupo Beta, Mexico's migrant protection force, which is plucking migrants out of the desert and depositing them in nearby Agua Prieta, where they are encouraged to wait before trying to cross. "We are very crude with them; we tell them they may be shot, that there's rancheros out to stop them and hurt them," said Enrique Enriques Palafox, a Grupo Beta commander in Agua Prieta. The point is to terrify the migrants from the area so they won't cross illegally and encounter Minuteman volunteers, he said. Sunday, the coordinated efforts of the military, Grupo Beta, and the new police force pulled 22 groups of migrants out of the ranch, Palafox said. By Monday, only a handful of people had to be told to go somewhere else. Even as the Minuteman Project brought national attention to Cochise County's border woes, volunteers had few encounters with illegal entrants. But their presence has brought Mexican law enforcement to this part of the border, and that has had the effect of slowing illegal immigration. Organizer James Gilchrist said Sunday that volunteers had reported 118 illegal entrants to the U.S. Border Patrol. There is no way to confirm that, because the agency's Tucson Sector says it doesn't keep track of Minuteman callers separately from normal calls from citizens about illegal border crossers. Since Friday, when the protest started, there have been 78 citizen call-ins leading to the apprehension of 162 people, said Border Patrol spokesman Andy Adame. What Minuteman volunteers have succeeded in doing is setting off false alarms by tripping ground sensors on the border, he said. "We're having to work around them instead of concentrating on the actual border where we need to work," Adame said. The number of illegal entrant apprehensions at the Naco station has dropped. Demand classes on American culture in the Mexican school system. Demand a local Mexican driver license. In other countries any illegal entrant has their passport stamped as 'persona non grata', is deported almost immediately, and the country of origin is billed for the cost of the deportation.
