“Yes it's done on purpose.
By default a document appears in a browser with about 5 to 10 pixels of padding at the top and left side. Case in point, just pull up any image in a browser and you can clearly see the default spacing. The coder has to specificly code for a page to appear justified to the upper left corner.

Most upper left justify to maximize screen real estate but depending on what you are doing it isn't necessary. Ecommerce driven sites usually do follow that becasue they are trying to accomodate users with pathetic screen resolutions and if they design for a tighter resolution some users might have to scroll horizontally to see all the content.
