However, global warming is an international issue, which puts the federal gov't in the position of power by necessity. And I'll point out that many of the regs that come from XL's own line of expertise reach all the way up to the national level. For instance, many of the National Electrical Codes that all local jurisdictions have adopted have come from fire safety issues. They are adopted at the local level, but only in name. In actuality eveyone in the nation uses the same ones (some wait a year or two to adopt), they don't make up their own from county to county. His "hypothesis" leans on the notion that the oceans are the cause of increased warming, and not human induced activities. He uses the worn-out premise of water vapor plays a bigger role than CO2, do in part that CO2 accounts for very little amount of atmospheric composition. Also, he typecasts himself as a "renegade", or "maverick" voice against the usual "MSM", or in this case "Main Stream Science" many have used in the past as well. It's sexy to be the opposition voice; there are a few out there like this guy that seek their fame, outside of their expertise field, I might add, too. This guy is not a climatologist or an environmental geologist. He is not peer-reviewed on his "theory", which is a crucial part of lending credibility in the field of science.
