Markey (D., Mass.), one of the lead authors of a House bill that would favor alternative-energy sources, had investments of between $51,000 and $115,000 in the Firsthand Technology Value Fund at the end of last year. Three of the top 10 holdings in the Ohio fund are solar-energy manufacturers.

Texas Rep. Joe Barton, the ranking Republican on the House Energy and Commerce Committee, was paid between $2,500 and $5,000 by Carrizo Oil and Gas Inc. for oil exploration on his property in 2008. In April 2008, Mr. Barton also sold shares in Reliant Energy Inc., a Houston power-plant operator, and bought stock in EOG Resources Inc., which calls itself one of the largest independent oil and gas companies in the U.S. Mr. Barton is a strong advocate for the oil industry, and has opposed the limits on emissions of so-called greenhouse gases that Mr. Markey has advocated.

Packs of Norway lemmings aren�t necessarily headed off a cliff, but climate change in a part of that country certainly seems to have stifled population spikes of the oft-prolific creature in recent decades.

Lemmings are famed for their population booms: Occasionally, across small regions, their numbers can briefly swell a hundredfold. Dramatic increases of the rodents typically occur every three to five years, says Nils Christian Stenseth, an evolutionary ecologist at the University of Oslo in Norway.

But at one site in south-central Norway, lemming populations haven�t spiked in such a way since 1994, he notes. In the Nov. 6 Nature, Stenseth and his colleagues suggest that climate change has interrupted the normal boom-and-bust cycle of lemming populations.

Norway lemmings, Lemmus lemmus, are about half the size of a guinea pig and live in nests beneath the snow during the winter months. When the snowpack is light and fluffy, warmth from the ground melts small spaces under the snow that the lemmings use to forage for sedges, grasses and mosses without being exposed to predators. But in recent years, warmer winter temperatures have rendered the snow less fluffy. That, in turn, has made the snow more likely to melt and refreeze at ground level, coating the ground with ice and making life more difficult for lemmings.

JIM HANSEN'S/GISS TEMPERATURE TREND REVISED DOWNWARD

I am drawing your attention to a significant change in GISS GHG temperature trend projections published by Jim Hansen's team last week, and which appears to have gone largely unnoticed other than by Lucia Liljegren on her site "The Blackboard" [ www.rankexploits.com].

At the very end of the GISS update, under para #4 in the next to last paragraph, Hansen & Co state that: "From climate models and empirical analyses this GHG forcing translates into a mean warming rate of 0.15C per decade". Given that Jim Hansen is one of the leading and vocal proponents of the AGW/ACC hypothesis, that the GISS temperature data series has yet again come close scrutiny recently [Lubos Motl, et. al] and that GISS temperature data is increasingly at odds with satellite data [ref: today's posting on that subject at www.wattsupwiththat.com ] this revision is singularly noteworthy: the revised GISS GHG driven temperature trend is a whopping 25% lower than the IPCC's [95% certain] "gold standard" of 0.20C per decade.

Absent a GISS press release advising all of us of this change [which clearly would have been expecting too much], I thought you and your readers would find this of interest.

The latest scare is the possible effect of extra CO2 on the world�s oceans, because more CO2 lowers the pH of seawater. While it is claimed that this makes the water more acidic, this is misleading. Since seawater has a pH around 8.1, it will take an awful lot of CO2 it to even make the water neutral (pH=7), let alone acidic (pH less than 7).


The chaos theory people have told us for years that the air movement from a single butterfly's wing in Brazil can cause an unforeseen change in our weather here. Now we are told that climate experts can "model" the input of zillions of such incalculable variables over periods of decades to accurately forecast global warming 50 years hence. Give us all a break! ”

“CBO Grossly Underestimates Costs of Cap and Trade

Last week, the Congressional Budget Office released their analysis of the Waxman-Markey climate change bill that had proponents of the bill claiming we could save the planet for just $175 per household. That was the figure CBO estimated cap and trade would cost households in 2020, which “includes the cost of restructuring the production and use of energy and of payments made to foreign entities under the program, but it does not include the economic benefits and other benefits of the reduction in greenhouse gas emissions and the associated slowing of climate change.”

The trouble with the analysis is that costs are grossly underestimated. The trouble with legislation is that it will have virtually no impact on climate.

Overall, there are a number of basic problems with CBO’s analysis:

• Their allowance cost numbers don’t add up. They say the allowance price will be $28. Since there are 5.056 billion tons of CO2 equivalent in the cap that year, that implies a $141 billion gross cost. They list 91.4 (see table one). In the CBO’s June 5 analysis of Waxman-Markey, they projected allowance revenues of $119.7 billion, 129.7 billion, $136 billion, $145.6 billion, and $152.9 billion for the years 2015 to 2019. It’s hard to believe that the next number in that series would be $91.4 billion.

• They assume that spending/distribution of allowance revenue is dollar-for-dollar equivalent to a direct cash rebate to energy consumers. That is, the carbon tax isn’t a tax if the government spends the money. When have Americans ever seen all of a tax returned to them? It’s like suggesting your tax rebate will be as large as the amount taken from your paycheck every year.

• Most problematic is their complete omission of economic damage from restricting energy use. Footnote three on page four reads, “The resource cost does not indicate the potential decrease in gross domestic product (GDP) that could result from the cap. The reduction in GDP would also include indirect general equilibrium effects, such as changes in the labor supply resulting from reductions in real wages and potential reductions in the productivity of capital and labor.” That’s a pretty big chunk of change to ignore. In The Heritage Foundation’s analysis of the Waxman-Markey climate change legislation, the GDP hit in 2020 was $161 billion (2009 dollars). For a family of four, that is $1,870 that they ignore.

It’s also worth noting that 2020 had the second lowest GDP loss of the 24 years we analyzed. For all years the average was $393 billion or over double the hit in 2020. In 2035 (the last year analyzed by Heritage) the lost GDP works out to $6,790 per family of four and that is before they pay their $4,600 share of the carbon taxes (again, costs are adjusted for inflation to reflect 2009 prices).

Also telling, on page 5, the report says:

The distribution of the gross cost of complying with the policy would be quite different if the price level did not increase as a result of the cap—if, for example, the Federal Reserve adjusted monetary policy to prevent such an increase. In that case, the compliance costs would fall on workers and investors in the form of lower wages and profits.”

So high inflation will help mask the pain (at least in 2020); however, it is doubtful the Fed would not act to try to keep inflation low especially if investors and international investors are getting hit. According to the CBO, then, this would cause workers and investors to be hit harder. But if investors are hit harder, they will invest less; therefore, there will be less capital and the potential GDP will be lower going forward than it would otherwise be. A lower potential GDP means fewer opportunities for future populations. (Note: The Heritage analysis assumes the Fed would use a Taylor type rule. The CBO inflation number in 2020 [0.7 increase in CPI] matches Heritage’s exactly. Yet the CBO claims it assumes no action by they Fed, while Heritage does. )

Furthermore, the CBO is misleading on the “costs” estimates. They are comparing “net costs” as those assuming the government did not recycle the revenue from allowances back to the consumers (the “gross cost” of the allowance) to the “net cost” of allowance that has been recycled. Their analysis is not a net cost to the economy in terms of the overall economic cost without a Waxman-Markey cap and trade bill versus the overall economic cost with Waxman-Markey. Our analysis measures the effects of cap and trade versus a baseline with no cap and trade legislation in place.

Higher energy costs create a significantly slower economy and reduce America’s growth potential. Heritage analysis finds that by 2035, a projected 2.5 million jobs are lost below the baseline (without a cap and trade bill). The average Gross Domestic Product (GDP) lost is $393 billion, hitting a high of $662 billion in 2035. The negative economic impacts accumulate, and the national debt is no exception. The increase in family-of-four debt, solely because of Waxman-Markey, hits an almost unbelievable $114,915 by 2035.

Whatever the costs, we will get almost nothing in exchange. According to climatologist Chip Knappenberger, Waxman-Markey would moderate temperatures by only hundredths of a degree in 2050 and no more than two-tenths of a degree at the end of the century. This doesn’t sound like a great deal for the next generation—millions of lost jobs, trillions of lost income, 50-90 percent higher energy prices, stunning increases in the national debt, and all for undetectable changes in world temperature.”

Today the House is going to vote on this Cap and Trade - more accurately called "Cap and Tax" climate change scam. Any idea as to how big this bill is? Try 1,201 pages. [pdf] Any idea how many members of the House have read the darn thing? Try zero. Yeah, we are talking about a bill that is going to cost us $845 billion over the next 10 years ... and not one House member has read the entire thing.

If you had $845 billion of your own money on the line, do you think you would be combing through this thing tooth and nail? You betcha. But it's the taxpayers ... it's your grandchildren that will eventually suffer. So the House is willing to sit back and let it pass, and the government educated voters out there wouldn't know the difference.

What's happening tomorrow in Hollywood? What movies are coming out this weekend or what sports teams are playing? I bet you the average American can give you a 1,201 dissertation on these questions. Ask them what their Representatives in Congress are doing today ... passing a $845 billion Cap and Tax bill ... brook trout. I guarantee it.

Here's where the government schools and our wonder bread and circuses culture really come in handy for the political class. As with most of the other things they do, this is about power. Power over your pocketbook. Power over your life. They're going to take a naturally occurring function of everyday life and tax it. Well, more accurately .. they're going to lay claim to something that is essential to human life, something that is essential to the very operation of our economy, and then they're going to sell it to us. Believe me, if these same power-hungry cretins could lay claim to the very air that we breathe, and then sell it back to us, they would do it.

It takes a profoundly ignorant American to not realize that this bill is going to increase their cost of living by a fairly good clip. If you listen carefully the politicians have been admitting it ... and they feel free to do so because they by-God know that the people are not listening. Americans have been so sucked-in by this phony global warming scam that they will accept almost any solution the politicians throw at them. Now you understand why it was so important that, in spite of the evidence to the contrary, these politicians were able to scare you to death with global warming. Movies like "Day after Tomorrow" and OwlGore's idiotic flick had a purpose. Convince you that the seas are going to rise to cover your house and the sky is going to turn orange if we don't do something fast. Americans bought it, and now for the big government payoff. Billions and billions of new dollars flowing into political slush funds to enhance the power and guarantee the elections of political hacks who don't have the talent to run a freaking hardware store.
