BOSTON -- A car driven by Rhode Island U.S. Rep. Patrick Kennedy crashed on Capitol Hill overnight.

CNN reported that Kennedy's vehicle hit a barricade on Capitol Hill at about 3 a.m. Thursday. He was not hurt, but CNN reported that police saw the car swerving before the crash and that Kennedy appeared to be intoxicated when he got out of the car.

Kennedy allegedly claimed to be late for a vote, even though the House adjourned at midnight.

Kennedy's chief of staff confirmed that there was an accident but said alcohol was not involved.

"I was involved in a traffic accident last night at First and C Street SE near the U.S. Capitol. I consumed no alcohol prior to the incident. I will fully cooperate with the Capitol police in whatever investigation they choose to undertake," Kennedy said in a statement.

A report published in Roll Call said that Capitol police officers were not allowed to perform sobriety tests. A watch commander got involved, and Kennedy was driven home without being tested or arrested.

One of the Capitol police officers wrote a letter to Roll Call, calling on his chief to open a full investigation.

Police labor union officials asked acting Chief Christopher McGaffin this afternoon to allow a Capitol Police officer to complete his investigation into an early-morning car crash involving Rep. Patrick Kennedy (D-R.I.), son of Sen. Ted Kennedy.

ROLL CALL reports: According to a letter sent by Officer Greg Baird, acting chairman of the USCP FOP, the wreck took place at approximately 2:45 a.m. Thursday when Kennedy's car, operating with its running lights turned off, narrowly missed colliding with a Capitol Police cruiser and smashed into a security barricade at First and C streets Southeast.

“The driver exited the vehicle and he was observed to be staggering,” Baird’s letter states. Officers approached the driver, who “declared to them he was a Congressman and was late to a vote. The House had adjourned nearly three hours before this incident. It was Congressman Patrick J. Kennedy from Rhode Island.”

Baird wrote that Capitol Police Patrol Division units, who are trained in driving under the influence cases, were not allowed to perform basic field sobriety tests on the Congressman. Instead, two sergeants, who also responded to the accident, proceeded to confer with the Capitol Police watch commander on duty and then “ordered all of the Patrol Division Units to leave the scene and that they were taking over.”

A source tells the DRUDGE REPORT: "It was apparent that the driver was intoxicated (stumbling) and claimed he was in a hurry to make a vote.

"When it became apparent who it was, instead of processing a normal DWI, the watch commander had the Patrol units clear the scene. The commander allowed other building officials drive Kennedy home."

This morning's incident comes just over two weeks after Kennedy was involved in a car accident in Rhode Island.

"I was involved in a traffic accident last night at First and C Street SE near the U.S. Capitol," Kennedy said in a written statement released by his office. "I consumed no alcohol prior to the incident. I will fully cooperate with the Capitol Police in whatever investigation they choose to undertake."

After Kennedy responded to the swelling scandal with his first letter, a Herald reporter visisted bars where Kennedy is known to socialize.

A bartender at the Tune Inn, which is next to the Hawk & Dove, also said Kennedy was spotted in the Hawk & Dove Wednesday.

Hawk & Dove manager Edgar Gutierrez said Kennedy is a regular in the bar. Gutierrez said he was working Wednesday night but did not see the congressman.

Kennedy, who has battled booze and drug problems in the past, said in his first statement: “I will fully cooperate with the Capitol Police in whatever investigation they choose to undertake.”

MAY 5--Here's the official Capitol Hill Police report on yesterday's early-morning crash involving a disoriented Representative Patrick Kennedy. According to cops, the Rhode Island Democrat (and son of Senator Ted Kennedy) appeared unsteady on his feet, had "red and watery" eyes, and had "slightly slurred" speech upon exiting his Ford Mustang after crashing the vehicle into a barricade near Capitol Hill. The reporting officer checked off a box indicating that Kennedy was under the influence of alcohol and that the politician's ability was "impaired." Kennedy, 39, has denied that alcohol was involved in the 2:45 AM accident, claiming instead that he was left disoriented by a reaction to the prescription drugs Abien, a sleep aid, and Phenergan, an antihistamine. Both drugs carry warnings that alcohol, taken in conjunction with the medications, may increase drowsiness and dizziness. You can jump ugly all you want Stovie about the troubles the Kennedys have had, and the messes they have gotten into.

But no family in the public history of this country has given as much. I challenge you to find a single example.

I'd love to see him show up drunk and fall off the stage for his press conference. I bet if they checked his blood/alcohol levels even now they'd be too high. The guy must be on a 24 hour intravenous for booze. Lots of people have demons to deal with, but you don't let it effect others by driving drunk.

The best thing Ted Kennedy could do is donate his liver to research where they could go around to schools showing kids what a liver looks like after years of boozing.

JOE jr. HE was not shot down, he was flying a B-17 (designed as a bomb) that was designed to be remotly piloted into a target (the pilot would bail out). Best estimates are he screwed up and the bomb went off early.

Jack the zipper...sorry but I grew up in Dallas with a guy who was in Jacks PT Squadron. Frequently Jack would crash his boat showing off while coming into port. Additionally there were NUMEROUS nights were other boats would find 109 dead in the water with the crew drunk below decks.
The fact that a Destroyer cut the boat in half (remember the PT had twice the top speed of the Destroyer) in the middle of the night indicates they were dead in the water with no look out above deck.

Then as President he embargoed Cuba, and to top it off....the night before he utilized the Secret Service to buy every Cuban cigar in the country before the embargo went into effect.

Want to debate the Bay of Pigs????? No Air support, no promised back up....yeah send the men to be butchered. The best thing that happened to him was Lee Harvey Oswald. JFK would most likely have been our first President REMOVED from office.
