how long would a piece of green hardwood (aspen)typically need to dry before i peel it and start working on it?

Hmmmm, you could set it up for a year indoors or covered and off the ground and it should be dry.

I'm a little concerned that it might split while it dries if i peel it to early and I'm thinking that by leaving the bark on until its dried that the risk of splitting is diminished.

That's what I say.
The slower it dries the less likely it is to warp or split.

I have made hiking sticks from straight, skinny spruce or fir trees.

Leaving the bark on they dry slower and remain straight.

Skinning them right away its easier to remove the bark but they then warp.
