Irony or Red Tape. Not sure which fits. Maybe "bad luck" is best?”

Because I'm "robbed at gunpoint" for people who "choose" to live in the Mississippi Flood Plain, or Tornado Alley, or how about Hurricane prone South/South East Coast?”

I agree, when someone in tornado alley or earthquake central gets hit....if they have insurance they get it. But if you have Fire Insurance and get flooded...you lose.
I cannot tell you the number of house fires I see where twitball has no insurance. Their first question is "Can i get some gov'ment money to help me rebuild?"”
