it looks like there is a price increase in the works for the National Parks Pass - new price $80 but it also includes more than just National Parks now - see http://store.usgs.gov/pass/ for brief description of new pass

There has always been something called the Golden Eagle pass I think HOI - you could add it to the parks pass. It was something like this.

the way I read the FAQ however is that this annual pass is to replace the present National Parks Pass - see item 1 under FAQ for annual pass - link http://store.usgs.gov/pass/annual.html

It replaces the Golden Eagle Versions
The Interagency Annual Pass is the annual Federal Recreation Lands Pass. It replaced the Golden Eagle Passport, National Parks Pass and National Parks Pass with Golden Eagle Hologram in January 2007.

And I believe a certain % of the fees remain at that specific park while the remainder goes in to a collective pot then distributed.

"New Year’s Gift" will Hike Costs of National Park Admission to $80
By Bobby Magill, The Daily Sentinel
Thursday, December 07, 2006

Getting into national parks with an annual pass is about to hit you in the wallet like never before. If you get an annual pass today, it’ll cost you $50. If you get one beginning Jan. 1, it’ll cost you $80.

The federal government announced Wednesday it will get rid of the National Parks Pass in favor of the annual “America the Beautiful” Pass, which will admit you to not only Colorado National Monument and Black Canyon of the Gunnison National Park, but also fee areas on most other public lands, including national forests.

The new passes are valid for one year from the date of purchase and will be available Jan. 1 at local national parks and monuments. They will be equally valid at a variety of public fee areas.

Mark Rey, assistant undersecretary of Agriculture, called the new pass a “New Year’s gift” to public lands users. But the new pass effectively raises the price of the American Eagle Passport, which will admit you to the same recreation areas for $65 annually.

The higher price of an annual pass could be a deterrent to national park visitors, who already are getting hit with higher entrance fees at parks nationwide, said Dave Nimkin of the National Parks Conservation Association in Salt Lake City.

A new $10 federal recreation area annual pass will also be available to seniors in January.

All National Parks Passes issued in 2006 will remain valid through their expiration date.
