That describes a lot of black males. When the newscaster repeats this, it creates fear among the masses that a dangerous black dude is on the loose. Then, all the white people get nervous and call into question every black male around them. This facilitates the stereo-type of the Black male being a gang-banger.

Fault the newscaster? Sure as hell do, because there are a lot of white people ripping off people that doesn't get the play the black dude ripping off people does. The news people could just as easily tell us folks about the white dude ripping off some old lady, but that's boring.
