Bike question (Fisher Hard Tails)

Just recently I was in New York city...and saw a guy riding a very cheap old broken-down bike....but he had a very thick chain and huge lock wrapped on his seat post!!! Bike thefts must be pretty bad over there.....or the chain and lock is used to wack people on their heads.”
