There are bigger crowds in New York in shopping areas. You've got a point though. When I organize a public gathering on public property I have to get a permit and I have to get insurance and pay a fee for someone to be at the site. I think we need a little exuberant anarchic creative expression from time to time. It has some costs and risks, but it shakes things up a bit. I'm sure the city is wary of making a precedent, but it would be great if they could cut a deal whereby the organizers would be bonded and share the cost of some of the risk. In the end, this kind of thing is probably good for tourism and the economy and that generates the kind of tax dollars that help pay for the services involved. When I was 18, I would have had a blast being involved in something like that. While embarrassed about the recklessness, it would make for some fond memories.
