The point is, in general, muslims are taught that certain acts like rape, beheadings, etc., are okay to do. When they happen, we say go after the individuals, otherwise, blame the culture. In the war situation, we've said to go after the people in charge. If we bomb Iran, we'll bomb the weapon and military facilities. In the suburbs, the culture is wrong - we say "teach the kids to do the right thing". When an individual act is committed, we say "punish that individual".
