FRANKFORT, Ky. -- The Executive Branch Ethics Commission charged a former member of Gov. Ernie Fletcher's administration yesterday with 10 counts of violating the ethics code for his alleged role in the merit system scandal.

Dick Murgatroyd, a former deputy secretary in the Transportation Cabinet, is the sixth person accused of involvement in hiring and firing state workers based on politics.”
