Reconditioning?
I hate it when Velcro eventually wears out. Is there any way to recondition it or is the only option to replace it?

I have noticed that there are different kinds, brands, qualities....and sometimes you're just screwed. Sometimes the hooks get impacted with fibers or whatever and you can kinda clean them out with the tip of a knife and it will work better

I've cleaned the hooks and at a glance they appear to be fine, so I was thinking that it's the loop side that wears out. I've tried to fuzz them up and trim them down but there just doesn't seem to be any grab.

Trimming the loops is self defeating. It is the "loop" that catches the hooks. If you cut or break the loop then there is nothing to grab on to. The hook will just slide through the fiber. In general... once velcro wears out the only thing you can do is replace the piece of pieces that are bad. There are definately better and worse qualities of "hook and loop fasteners"
