#s 1-3 are all CA Cities. Not sure how San Jose made the cut...Sacramento came in at Lucky #13.

of course, this site is rumored to be a backpacking forum so we are biased towards thinking outdoors means hiking in the woods. But outdoors also means, boating, fishing, golfing, hunting, strolling in parks, playgrounds, etc

I've lived in a few of those cities.. Houston making the list is a farce, and for as much as Pittsburgh has to offer, I don't think of it as a great place for outdoor activity (although tailgating at Steeler games is fun.
