The Plastic Bag Trick
There's a creek about a mile behind my house so I went back there and tried to cross it with plastic bags covering my boots and legs up to my knees and it worked. It was about 20 feet wide and almost knee deep and running strong from snowmelt. I used two heavy plastic bags that clothes came in, not garbage bags and used strips of an old bicycle tube to secure them to my legs. You can probably use a couple straps or even duct tape or wire out of your repair kit. I put one strap below my knee and the other around my ankle. Rubber bands don't work since they aren't strong enough. Another method that I think would work is to put on the plastic bags over your boots and under your waterproof pants. Use duct tape to tape the cuff of your pants to the bag. Now walk through and if your pants are waterproof you probably wouldn't get wet well over your knee. Anybody ever try this second method? If not I will and let everyone know how it went.

I've hiked with some that have tried it and it works well if crossing on a sandy smooth bottom. Rocky crossings invite punctures. In deep swift water I would make very sure the tops could not open up, that could be a real disaster.
Wiggy makes some store-bought leggings.
