Dithering is weakness, yet the complexity of Chinese government and military thinking and tradition requires a very thoughtful response on our part. The arrest of American-based Chinese scholars and the bumping of our spy plane are not isolated incidents, I would propose. Throw in the fact that a high-level Chinese officer recently defected to the US (we finally told them he wasn't a missing person, but we didn't drop him off at their U.N. mission either), and the Chinese are in alert mode in regard to the Dubya administration. This is all a geopolitical test of Dubya's will. The weakness the Chinese may perceive could be Colin Powell's history of advocating dialogue over action. While we may see mercy in the decision not to wipe Saddam's troops from the face of the earth, they see hesitancy at a moment of great victory. The Chinese have a sense of destiny that they believe is being frustrated by the West and its minions, such as Taiwan and Japan. As to the largest army, numbers yes. Material and technique are lacking, but improving. As the F-15 "Eagle Driver" told the young guerillas in "Red Dawn" when they asked him who was on our side in the war with the Russkies, "800 million screaming Chinese." Yes, we have the most powerful military in the world Yes, we are the last remaining "Superpower" Yes, China should turn the plane and crewmen over. But NO, we should NOT antagonize China. To do so would be foolhearty for several reasons. 1, We have troops stationed all over the world in stalemate situations (the Balkans, Korea), why potentially add another situation like that to our list. 2, China is huge and has allies just like we do. If we antagonize China, we antagonize the CIS. Relations with the CIS is not the best right now, why make it worse. 3, Let's think about what would come of a war with China. Obviously, the CIS would get involved, our allies would probably eventually get involved. The chances of one side soundly defeating the other is pretty slim; the outcome would more probably result in a situation similar to what we have except with hundreds of thousands, maybe millions dead and higher tensions. Very little good has ever come out of war. I agree with Wild Child (wow, I can't believe it). Simply being the most powerful political state in the world gives many people reason enough to hate us, why make it worse. Just because we have power, does not mean we should use it. It is also generally accepted internationally that a faster moving aircraft i.e jet fighter, is responsible for avoiding slower moving aircraft i.e. propeller planes like the 1960's model spy plane involved in the collision. So the fact that the Chinese are demanding the U.S. take responsibility for this accident is utterly insane. The problem in threatining military action before exhausting all other options is that China unlike the smaller nations who of late we appear so ready to use military measures against, has nuclear weapons. Not only that but there people are not as discontented as they were 10 years ago during the Teneman square demonstrations and are more likely to back the government in whatever actions it decides to take. And with the recent anti American attitude that seems to be prevailing since we bombed their embassy in Kosovo its likely they will be more than willing to engage us in a conflict. Ad to that the fact that America has a bad record when it comes to conflicts involving China, its a pretty tough position to be stuck in.
