Local municipalities are free to enact more stringent guidelines, which many do, because too many idiots THINK they have control over their dog. Some places install leash laws, some allow certain parks to have dogs off leash(under real control), and some ban them outright (Baxter State Park). In any case, the owner is responsible for any harm done by a dog, and may be sued. So, if a dog was running loose and darted in front of my car and caused $1000.00 worth of damage to my car, I could (and would) sue for recompence. I just don't think I would do it while the owner is holding the dead dog in his arms and crying. He's always on a verbal leash, listens well and is always under control. Usually I heel him to my side (without leashing him) and hike past others. But there are times when a leash is pertinent (other dogs, aggressive hikers, etc.). I guess I'm fortunate to have a dog that listens well, obeys my commands, and doesn't get aggressive on the trail. Is everyone sooo perfect that just because there are laws, rules and regulations that we all follow them. I wonder how many of you against unleashed dogs on the trail actually camp in established campsites (don't stealth camp), cathole all your dumps, eat/sleep/dump >200 feet from water sources, etc. We do what we want and get away with it most of the time...don't we? I feel there is some hypocracy on this thread as most seem to be "law-abiding" hikers...except those who own dogs and let them off the leash! You do not know when other people are around. Can you see over hills or around corners? Some people make their decision on where to hike because they do not want to encounter uncontrolled dogs. You have no right to take that away. There are plenty of places you can take your dog and let it run without disobeying rules.
