You can rebuke someone without judging them.

If you disagree with that, then you're being a hypocrite because you are rebuking me, and by your definition, that's judging.

That being said, when this discussion happened, I commented on the morality of his actions. If I were truly rebuking him, I'd do it to his face. I'm pretty sure we were having a sociological discussion, and I'm pretty sure that issues of morality are allowed to be discusssed in those types of discussions. At least, that's how it used to work in our "society".”
